Anatol Markovich Karminsky was born on December 8, 1934 in Kyiv. In 1958 he graduated from the construction department of the Dnepropetrovsk Institute of Railway Engineers. He worked as a construction foreman at the Dorstroy company of the Moscow-Kyiv and South-Western railways, in 1960-1963. - in the capital construction department of the Kyiv City Executive Committee, in 1963-1973, 1975-1983. - in senior positions in Glavkievmiskstroy. From 1973 to 1975 - Head of the Laboratory of Regulatory Research of the Research Institute of Automated Systems in Construction.

 

From 1983 to 1990 Dr.Karminskii was Deputy Head of the Department of the Kyiv City Executive Committee for the organization and implementation of a long-term plan for the development and development of the city. Initiator of the introduction of a targeted housing construction placement program for a three-year period with a total area of 3.5 million square meters. m. He took an active part and directly supervised the headquarters for the reconstruction of many objects of the urban economy of the capital.

 

In 1990, he founded and for 18 years headed the Kyiv Service for State Expertise of Design and Estimate Documentation. Dr. Karminsky is the author of the Norms and Rules for the development of the city of Kyiv, co-author of a number of State building codes, for more than 40 years he has been a permanent member of the Architectural and Urban Planning Council of Kyiv, for 10 years he was a member of the Presidium of the Scientific and Technical Council, the Ministry of Regional Development of Ukraine.

 

Dr. Karminsky founded and for a long time headed Ukrainian Surveying Expertiza LLC (Ukrservex), which examines the state of real estate at all stages of the life cycle, assesses the degree of risk before lending and financing investment activities.
